Views are counted continuously, not at one moment
Once your post is approved we read its live view count roughly every 2 hours, and you earn on every new view since the last check. There is no 24 hour rule and no cutoff: your post keeps earning for as long as the pool has money in it.
You earn a fixed amount for every 1,000 verified views
Counted from the view number on your own post, which is why it has to stay public. Hidden view counts cannot be verified, and what cannot be verified cannot be paid.
Money clears a 7 day hold, then you withdraw it
Earnings show on your dashboard as they accrue. Each one becomes withdrawable 7 days later, and you can request a payout once you have $25 available, to whatever payout details you save on your account.
Whose views count: Every page is welcome: any niche, any country, any size. Money, business, side-hustle, motivation, parenting and family pages will find it easiest.
About the 24 hours in the rules: that is only about Instagram hiding a reel from your main grid. It has nothing to do with when views are counted or when you are paid.
